The INSARAG Guidelines are a set of internationally accepted guidelines that provide a methodology for preparedness, coordination, and execution of an international response to a sudden-onset disaster causing large-scale structural collapse. They are applicable to both national and international USAR responses and have been developed by the United Nations. The guidelines also outline the roles of the UN and the different countries involved in the response.

The guidelines are based on the best practices that have been successfully used in the aftermath of the Tokyo earthquake in 2011 and the Indian Ocean tsunami in 2004, as well as the responses to the Afghanistan earthquake in 2008 and the Haiti earthquake in 2010. They are applicable to all types of disasters, regardless of the severity of the damage, and they cover the elements of disaster management, from emergency response to long-term recovery and reconstruction. They are meant to assist the countries affected by a disaster to develop their own policies and plans for recovery and reconstruction, and to train and educate their personnel in the process. They also cover the specific challenges that a disaster of this kind poses to the different countries, as well as the importance of coordination and collaboration among the various countries involved in the response.
